As much as some thought that the circumstances were obvious that the NCAA would investigate Penn State’s athletic department, not all matters involving athletic departments involve NCAA Rules, competition or the ethics of the game. Jerry Sandusky’s alleged actions could have involved hundreds of other activities or professions. With all due respect, if a shotgun wasn’t handy and being in the position of purported eyewitness Mike McQueary, the NCAA would be WAY down the list of places where one might report the events.
